While commercial radio will ignore unsolicited music, U.S. college and indie radio is still generally open to indies - whether local to the U.S. or international. If there's any radio out there that you can get on, it's these stations. You have a choice to send your album to the station with the hope it'll get added to their rotation or you can submit to a specific show that the station has (indie hour, blues hour, jazz hour, etc.). Your best chance for success is of course connecting with a particular person at the station.
